Clinton was born in Grafton, West Virginia. His nick name was "Buzz". The Shaver family moved to Carlsbad, New Mexico and Buzz attended school there. He met his wife, Karen Ewers while a student at Carlsbad High School. The family then moved to Tucson, Arizona. He dropped of high school and was drafted into the Army in February 1968.

He completed basic training at Fort Ord, California and then AIT at Fort Knox, Kentucky as an armored crewman. He married his wife, Karen, in Sauharita, Arizona in a little church while home on leave prior to beginning his Vietnam tour. He began his tour in Vietnam on August 31, 1968. He was assigned to G Troop, 2nd Squadron, 11th Armored Cavalry Regiment. While Specialist Shaver, was in Vietnam, his wife, Karen was living in Alpine, Texas. He was killed in hostile action on April 29, 1969 on his 21st birthday.

Southlawn Cemetery, Tucson, Arizona
He was buried with full military honors in the South Lawn Cemetery in Tucson, Arizona. He was awarded a Bronze Star and his second purple heart, posthumously.
Buzz's wife, Karen Lujan, remarried and now lives in Austin, Texas
